Call Google Cloud APIs from streaming gateways

Streaming gateways can now call Google Cloud APIs such as aiplatform.googleapis.com. A gateway with an effectiveStreamingMode of EFFECTIVE_STREAMING_MODE_ENABLED authenticates to backends whose host ends in .googleapis.com or .vertexai.goog with an access token for the gateway's service account. Other backends still receive an ID token. An existing streaming gateway switches when API Gateway next rolls out a gateway update, or immediately when you update it to a new API config.
