Spanner supports ON DELETE SET NULL foreign key action

Spanner supports the ON DELETE SET NULL foreign key action for GoogleSQL and PostgreSQL dialects. Use ON DELETE SET NULL when you delete a referenced row to set the referencing columns to NULL.
