Cloud Workstations automatic failover for boost configurations in Preview

Cloud Workstations supports automatic failover for boost configurations in Preview. When you enable automatic failover, Cloud Workstations automatically provisions a workstation VM using the boost configuration if Compute Engine lacks capacity for the default machine type during startup.
